Little Saigon spans parts of Westminster and Garden Grove, with closely connected restaurants in Fountain Valley and nearby cities. The area contains one of the deepest concentrations of Vietnamese food anywhere outside Vietnam.

Vietnamese refugees and immigrants began building businesses around Westminster after the fall of Saigon. California officially recognized the Little Saigon business district in 1988, and its influence now reaches across Westminster, Garden Grove, Fountain Valley, and beyond.

Asian Garden Mall, known as Phước Lộc Thọ, opened in 1987 and remains a cultural landmark, meeting place, shopping destination, and practical starting point for understanding the neighborhood.
